As detailed in this report, 2022 was a challenging year on a number of fronts, with a long list of policy and regulatory matters for GoRail and the rail industry to confront. GoRail demonstrated the ability to move quickly from one engagement to the next, shifting focus from flashpoints in the U.S. House and Senate, to the Surface Transportation Board and other venues.

I greatly appreciate the opportunity to assume the chairmanship of the GoRail Board of Directors heading into 2023. As vice president of federal government affairs for BNSF, I recognize and appreciate the tremendous value of GoRail advocacy efforts in support of our industry’s key policy goals in Washington, D.C. and around the country.

As detailed in this report, 2022 was a challenging year on a number of fronts, with a long list
of policy and regulatory matters for GoRail and the rail industry to confront. GoRail
demonstrated the ability to move quickly from one engagement to the next, shifting focus
from flashpoints in the U.S. House and Senate, to the Surface Transportation Board and
other venues.

GoRail’s vast coalition of business, political, and community leaders represents a
Tremendous asset to the railroad industry, marshaling important voices across the nation to
help articulate and continually reinforce the importance of freight rail in their communities.

There is more work to be done and opportunities to continue expanding GoRail’s network of
supporters and I look forward to helping GoRail navigate the challenges ahead as 2023
Chairman of the Board. Thank you to all who have helped to make GoRail an effective voice
for our industry in Washington and in the communities we serve, and especially the rail
suppliers and contractors whose contributions make it possible for GoRail to do such
important work.

Throughout the year, our coalition partners helped remind elected leaders in Washington D.C. about the importance of freight rail to our economy and quality of life, and that policy decisions impacting railroads also have a direct effect on their constituents back home.

Our Year At a Glance

For GoRail, 2022 was a year of changing priorities, flexibility, and connecting with new advocates who helped us meet a succession of legislative and regulatory challenges. Our team also spread the word about new and enhanced federal grant programs designed to help communities meet critical infrastructure needs.

Below is a chronological look at our work—from opposing forced switching proposals at the start of 2022 to educating advocates about the potentially devastating impact of a rail shutdown.

    In advance of a scheduled markup of the Freight Rail Shipping Fair Market Act in the House, local leaders across the nation joined in opposition to provisions of the bill, which they argued would amount to reregulation of freight railroads, undercut investment in the rail network, and harm their communities.

    In advance of a scheduled markup of the Freight Rail Shipping Fair Market Act in the House, local leaders across the nation joined in opposition to provisions of the bill, which they argued would amount to reregulation of freight railroads, undercut investment in the rail network, and harm their communities.

    • Local leaders contacted 44 members of the House Transportation and Infrastructure Committee in opposition to the legislation.
    • Three op-eds by rail advocates appeared in key papers for Reps. Rodney Davis (State Journal Register), David Rouzer (Carolina Journal), and Troy Balderson (Columbus Dispatch), Republican members serving on both the House Transportation and Agriculture committees.

    Collective Bargaining Education

    Ahead of threatened rail network shutdowns in September and December surrounding rail labor negotiations, GoRail educated local leaders and grassroots advocates about the potentially harmful impacts of a rail network stoppage on businesses and communities.

    Deliverables

    • 185 local, state, and regional business and economic development associations, ports, and other officials signed a November 28 letter to Congress warning of the damaging effects of a rail network shutdown and urging congressional action to keep trains running.
    • Helped to secure support for a National Retail Federation group letter to the Biden Administration, including the recruitment of two dozen state and local organizations in just two days.
    • Launched grassroots Action Center in September and again in December, generating over 1,500 emails to members of Congress emphasizing the impacts of a rail shutdown.
    • Worked with partners and allies on numerous op-eds in key media markets to convey the local and national impacts of a rail network shutdown. For example, “Rail strike would devastate Indiana, nation” by Regional Chamber of Northeast Indiana President William S. Konyha.
    • Published two blogs: “Explainer: Where Rail Labor Negotiations Stand,” 8/24; and “Labor Negotiations Update: Rail Shutdown Still Possible,” 11/16.

In July, GoRail set out to build support for a resolution encouraging the development of state-sponsored grade separation programs in advance of a vote on the resolution at the August meeting of the National Conference of State Legislatures (NCSL).

We coordinated constituent outreach to NCSL members serving on the Natural Resources and Infrastructure Committee to demonstrate local support for the initiative, engaging with 27 committee members in total.

I’m proud of GoRail’s achievements in 2022. Our team moved effectively from campaign to campaign through a series of issues impacting freight railroads and the communities and businesses they serve. We are pleased to have helped secure some critical victories along the way.

The true power of GoRail comes from our State Directors and their work with hundreds of mayors, state legislators, county officials, business leaders, economic development professionals and others who help advance our pro-rail message in Washington, D.C.
