As GoRail’s Midwest State Director, Mike Neal brings more than 15 years of experience across state government, regulatory oversight, political operations, and public affairs. He has a strong track record in legislative strategy, stakeholder engagement, and coalition-building, and is known for translating complex policy and infrastructure issues into clear priorities and practical outcomes for communities, employers, and taxpayers.

Mike’s work centers on building trusted relationships with state and local elected officials, community leaders, and key stakeholders—helping local priorities lead the conversation and connecting them to federal decision-making through coordinated advocacy. He has extensive experience communicating complex issues in a practical, locally grounded way and helping leaders translate policy into action.

Before joining GoRail, Mike held senior leadership roles with the Office of the Indiana Treasurer of State, the Indiana Utility Regulatory Commission, the Indiana National Guard, and the Office of Indiana Governor Mike Pence. He also founded Neal Consulting Group, supporting political campaigns and issue advocacy initiatives, and has led advance operations for the White House.

Neal holds a master’s degree in management and leadership from Western Governors University and resides in suburban Indianapolis, Indiana with his wife Kristen and their three children.
